What Is a PCCC? Explaining the Mandatory Number Required to Receive Packages in Korea

Your package should have arrived, but it hasn’t… The reason might be that you haven’t registered for a PCCC📦

If you live in Korea, there may be times when you have packages sent from Japan.
Care packages from your family, cosmetics that can only be purchased in Japan, your favorite snacks…

But many of you may have experienced a package that “should have arrived by now, but still hasn’t!”
When you checked, you may have found that it was “being held up in customs.”

In fact, the cause may be related to not having registered a PCCC (Personal Customs Clearance Code).
Here’s an easy-to-understand explanation of the PCCC, something you should know to enjoy a comfortable life in Korea!

📋 What exactly is a PCCC?

📋 What exactly is a PCCC?

PCCC stands for “Personal Customs Clearance Code.”

In Japanese, it is called “Kojin Tsuukan Koyuu Bangou” (Personal Customs Clearance Code).

It is a personal identification number issued by the Korea Customs Service and is required for customs procedures when receiving packages from overseas.
Simply put, it is a number used to prove that “this package is definitely addressed to this person.”

It is used when receiving packages through online shopping from Japan or overseas websites, as well as international mail.
Once you obtain one, receiving packages in the future will be much smoother.

💡 Why is a PCCC necessary?

💡 Why is a PCCC necessary?

“If I have a foreigner registration number, why do I need another number?” you may be wondering.

In Korea, when clearing customs, in consideration of personal information protection,
there are cases where your Foreigner Registration Number (ARC) or passport number cannot be used as is.

A PCCC is used instead.
It is designed to enable smooth customs clearance while protecting your personal information.

🖥️ How to Obtain a PCCC (Online)

You can obtain a PCCC online (if you meet the requirements).
The basic process is as follows.

  1. 1. Access the PCCC issuance page on UNI-PASS (Korea Customs Service)

  2. 2. Verify your identity (follow the instructions provided)

  3. 3. Enter your address and contact information

  4. 4. Complete the issuance process (make a note of the number)

Since the address and phone number you enter may be used for customs clearance verification, it is reassuring to register them accurately.

⚠️ Be aware of the new rules starting in 2025

This is an important point.

As of January 2025, customs clearance using a passport number is not permitted, and
foreign nationals are required to register for a PCCC.

Cases where “It was fine until now, but suddenly stopped…” can also easily occur, so
if you haven't done so yet, we recommend preparing in advance.

🏢 What should you do if you don't have a foreigner registration?

If you are staying short-term and do not have foreigner registration, obtaining it online may be difficult.
In such cases, you may be advised that you can apply at a customs office (procedures may vary depending on the region and circumstances).

  • ・ Bring your passport

  • ・ Counter services are generally available on weekdays

  • ・ For peace of mind, check the nearest office and required documents in advance

📮 Situations where a PCCC is required

Here are some examples of situations where a PCCC is likely to be required.

  • ・ Having family in Japan send you a package

  • ・ Purchasing items from Japanese online shopping sites and having them delivered to Korea

  • ・ Using overseas online shopping sites (such as Amazon)

  • ・ Receiving a gift from overseas

As it may be requested when filling out shipping forms or entering information at the time of purchase,
it is recommended to keep it handy so you can provide it quickly whenever necessary.

✨ Summary of the Benefits of Obtaining It

  • ・ Less likely to be held up in customs, making package delivery smoother

  • ・ Helps reduce unnecessary issues (additional verification or returned shipments)

  • ・ Provides peace of mind from a personal data protection perspective

  • ・ Once obtained, it makes future procedures easier

※In addition, it has been announced that the validity period of the PCCC will be changed to one year from 2026, requiring annual renewal.
(Those who have already obtained it should also keep an eye out for renewal notices going forward for peace of mind.)

📝 Prepare Before Your Packages Stop Arriving

When living in Korea, exchanging packages with Japan is essential.
“It should have arrived by now, but it hasn’t” or “It got held up in customs” can be incredibly stressful.

Since the procedures can often be completed online,
if you haven’t done so yet, we recommend preparing “before you need it” 📦✨
