In fact, the cause may be related to not having registered a PCCC (Personal Customs Clearance Code).

📋 What exactly is a PCCC?

PCCC stands for “Personal Customs Clearance Code.”

In Japanese, it is called “Kojin Tsuukan Koyuu Bangou” (Personal Customs Clearance Code).

It is a personal identification number issued by the Korea Customs Service and is required for customs procedures when receiving packages from overseas.
Simply put, it is a number used to prove that “this package is definitely addressed to this person.”

It is used when receiving packages through online shopping from Japan or overseas websites, as well as international mail.
Once you obtain one, receiving packages in the future will be much smoother.

💡 Why is a PCCC necessary?

“If I have a foreigner registration number, why do I need another number?” you may be wondering.

In Korea, when clearing customs, in consideration of personal information protection,
there are cases where your Foreigner Registration Number (ARC) or passport number cannot be used as is.

A PCCC is used instead.
It is designed to enable smooth customs clearance while protecting your personal information.

🖥️ How to Obtain a PCCC (Online)

You can obtain a PCCC online (if you meet the requirements).
The basic process is as follows.

4. 4. Complete the issuance process (make a note of the number)

Since the address and phone number you enter may be used for customs clearance verification, it is reassuring to register them accurately. 

⚠️ Be aware of the new rules starting in 2025

This is an important point.

As of January 2025, customs clearance using a passport number is not permitted, and
foreign nationals are required to register for a PCCC.

Cases where “It was fine until now, but suddenly stopped…” can also easily occur, so
if you haven't done so yet, we recommend preparing in advance.

🏢 What should you do if you don't have a foreigner registration?

If you are staying short-term and do not have foreigner registration, obtaining it online may be difficult.
In such cases, you may be advised that you can apply at a customs office (procedures may vary depending on the region and circumstances).
